Unprocessed shells are not quite ready for ''neck turning'' when purchased, and moreover, commercial die manufacturers do not use set standards.

Large differences between manufacturing processes, and even within a given manufacturing process, make it necessary to determine the neck diameter correctly before starting neck turning. Using this mandrel gives the neck the correct size to use a neck turning tool.
